Howard has several academic articles on cause lawyers, culture, and social movements and has made annual presentations before the Law & Society Association. His most recent article, "Cause Lawyers at the Constructive Edge: 'A Band of Brothers Defeats Big Tobacco'" was published by Cambridge University Press in early 2008, in "The Cultural Lives of Cause Lawyers", Chapter 3. He receives the highest marks in his teaching evaluations. Tim Howard is the director of and a faculty member for Northeastern University, College of Professional Studies' Doctorate Program in Law & Policy. In 2005, he received his Ph.D., from Northeastern University in Law, Policy & Society, after defending his thesis "We've Been Framed!: Progressive Cause Lawyer Leadership in Florida Tobacco Liability Litigation". He received his Juris Doctor from Florida State University in 1986, with English Legal History coursework at Oxford. He received his Bachelor of Arts, Cum Laude, in Government, with minors in History, Law & Society, and Spanish, from Florida State University in 1983. He is a former Health Law Scholar and Instructor in Constitutional Law, Civil Liberties, Judicial Process, and Media & Politics at Boston University. He serves as an expert witness on civil trial and consumer litigation matters, including determination of appropriate attorneys fees and costs.
Two times in avoiding attempts to extort Howard, and once in an effort to protect a disturbed man and his family, Howard has been reprimanded by the Florida Bar for moral and noble conduct that ran afoul of technical rules. The first was as a part of the litigation over Florida tobacco attorneys fees for executing with authority several signatures out of eleven, for co-counsel that benefitted from receiving over $3 billion in fees, but failing to write with permission and authority next to the dates, even though all participants acknowledged the signatures were valid and authorized and had the contract for 4 years without concern, in an attempt to extort Howard and avoid paying any fees to Howard. The next was for an administrator's failing to place check numbers on temporary checks, and record an overpayment on a trust account, as a result of refusing to be extorted by $150,000 by a former client that had not been represented in nearly four years. Howard closed that trust account in 2002. The final one was for attempting to avoid reporting repeated and documented fraud, theft, and embezzlement by a former manager of a land-banking company created to advance development in an impoverished part of town, and requiring psychological counseling to avoid future harm to the African American business community prior to resolving $50,000 in theft, fraud, and embezzlement, and in an unknowing and unintentional violation of the professional rules, stating that the criminal activities would be reported to authorities if the counseling was not agreed to. This business was also closed in late 2002.
